A review report on youth and substance misuse will be presented at the 35th session of the National Council, emphasizing the significance of keeping young people from becoming victims of dangerous substances. MP Tshering underlined the difficulties in combating teen substance misuse, such as the dearth of qualified counselors, inadequate reintegration initiatives, and the nation’s disjointed judicial system. The Excise Tax Bill of Bhutan 2025, the Goods and Services Tax Income Tax Bill, and the Annual Budget Appropriation Bill for FY 2025–2026 are the four main bills that the House will be debating.

There will be reviews of the GDP contribution of the forestry industry, tourism, rural life insurance, and changes to the Penal Code. With the majority of visitors concentrated in the western region, Bhutan’s tourism initiatives, such as lower SDF and airfare discounts, have not substantially encouraged arrivals. While the Joint Sitting considers several bills, the government intends to update the committee on premium levels for life insurance and expanded coverage.
