Bhutan Chamber of Commerce proposes a strategic framework for private sector engagement in the 13th Five-Year Plan, focusing on collaboration, privatisation, outsourcing, and public-private partnerships to enhance investment, job creation, innovation, and economic efficiency. The private sector in Bhutan is advocating for dialogue, infrastructure co-creation, government-led projects, sector-specific expertise, privatization of state-owned enterprises, WTO membership, outsourcing, and strong governance, while focusing on innovation and cost reduction.
The proposal makes reference to the PPP Rules and Regulations and Bhutan’s PPP Policy, which offer a formal framework for this kind of cooperation. It makes the case that PPP procurement gives private organisations the freedom to provide creative and effective solutions since it places more emphasis on results than inputs. According to the suggestion, projects should be assessed for long-term sustainability, creativity, and alignment with national interests in addition to cost. For the first time, the private sector in Bhutan has offered a thorough and aggressive proposal to participate in a five-year plan. Every suggestion made in the proposal is in line with the 13th FYP’s strategic objectives. The V4GCP Project, which was supervised by the Handicrafts Association of Bhutan and supported by the European Union, provided both financial and technical assistance in the preparation of the proposal.
