Awareness and preparedness measures have made residents of Samdingkha in Punakha more alert to the threat of another Glacial Lake Outburst Flood (GLOF), but concerns remain, particularly about escaping safely at night. Located along the Phochhu in Toewang Gewog, Samdingkha was affected by the 1994 GLOF from Lugge Tsho in Lunana, which damaged farmland but caused no casualties. Today, about 40 houses and shops, home to around 75 residents, and nearly seven acres of agricultural land are considered vulnerable. Residents have been familiarised with evacuation routes and centres, while a community support group has been formed to assist elderly people and persons with disabilities during emergencies. The gewog administration is also considering keeping essential food supplies ready for evacuation. An early warning system provides additional protection, with the National Centre for Hydrology and Meteorology operating 17 siren stations and seven Automatic Water Level Stations along the Phochhu. While residents trust the system and understand the need to evacuate immediately when a siren sounds, many remain worried about whether warnings will come early enough, especially during the night. Some have moved valuables to safer locations or made plans to relocate temporarily. Despite improved awareness and preparedness, the possibility of another GLOF continues to weigh heavily on the community, with residents saying they remain vigilant and ready to act when a warning is issued.
