Over 160 overseas returnees, awaiting placement, face delays due to bureaucratic recruitment and lack of a streamlined system to restore them to their former jobs. Over 500 Bhutanese overseas workers and students have registered for reintegration since the programme’s launch, with most expected to return by 2030. The DoEE’s overseas employment programme supports remote services and reintegration support. Government programs track overseas workers, but lack comprehensive data on post-return status and economic impact of remittances, household consumption, entrepreneurship, and informal channels. Bhutanese youth seek overseas employment through DoEE’s overseas program due to low wages and limited career prospects in the domestic labor market. In the meantime, her buddy, a 26-year-old lady, is traveling to Kuwait for the first time to work as a sales assistant under the same program.
