Thailand is the venue for competition amongst nine teams: Bhutan, Kuwait, Thailand, Malaysia, Qatar, United Arab Emirates (UAE), Bahrain, Hong Kong (China), and Nepal. Three groups of three are formed from these teams. Group A includes Bhutan, Kuwait, and Thailand. Group B consists of Malaysia, Qatar, and the United Arab Emirates; Group C consists of Bahrain, Hong Kong, and Nepal. In a group, every team must play every other team twice.
