Over 100 legal professionals from across government agencies in Bhutan convened for a three-day Government Legal Professionals Conference aimed at enhancing coordination, innovation, and efficiency within the justice system.
Organized by the Office of the Attorney General, the conference was held at the Professional Development Centre in Tsirang and served as a platform for legal practitioners to reconnect, exchange insights, and address institutional challenges.
Organized Attorney General Sonam Tashi underscored the importance of teamwork and knowledge sharing, stressing that justice must prioritize public service rather than merely the technical application of laws. His remarks set the tone for discussions centered on building a more responsive and people-focused legal system.
A key highlight of the conference was the announcement of new institutional developments, including the formation of an arbitration, mediation, and litigation division. Plans to establish a Drug Prevention Division were also unveiled, reflecting growing concerns over drug-related offenses and the need for a proactive legal response.
Participants were briefed on several administrative reforms such as revised Terms of Reference, standard operating procedures, and individual work plans, alongside upcoming capacity-building initiatives aimed at strengthening professional competencies.
Technical sessions explored major legal developments, including discussions on the Goods and Services Tax (GST) Act 2025, which aims to improve transparency, streamline compliance, and modernize Bhutan’s taxation framework. Corporate law sessions focused on aligning legal structures with Bhutan’s economic realities while promoting ease of doing business and encouraging private sector participation.
The conference also highlighted national initiatives such as Pelsung and the Bhutan National Digital Identity (NDI) system, which includes digital signatures and verifiable credentials. Additional sessions addressed forensic crime scene investigations and procedures for legislative impact assessments.
Throughout the event, participants shared on-ground challenges and proposed practical solutions to enhance efficiency, inclusiveness, and responsiveness within the justice delivery system.
The Office of the Attorney General affirmed that insights from the conference would be translated into actionable strategies, with active stakeholder engagement to implement reforms. The gathering marked a significant step toward strengthening Bhutan’s legal framework and fostering greater collaboration among government legal professionals.
