Due to a lack of funding, the Department of Surface Transport, MoIT, has announced that the building of a 3km bypass at Rinchending will continue into the following fiscal year. No budget was been aside for this year, and the project was ill-planned. According to Gurung, the Prime Minister ordered the bypass to be started. Recurrent landslides below the Rinchending ICP have made the necessity for an alternate route critical. Given the anticipated monsoon rains in the upcoming months, the landslide, which is only a few meters from the ICP, presents a significant risk. If it makes it to the base of the bridge, it may cause traffic jams on the vital Thimphu-Phuentsholing Highway. A few meters distant, a portion of the former Thimphu Phuentsholing highway has already been swept away.
The reports claim that because tiny cracks were discovered on the road prior to its inauguration, there were rumors that the recently constructed ICP had been impacted by a landslide. Officials at the time, however, denied these allegations, claiming the fissures would not affect the structure because they were 150 meters from the ICP foundation. GEF-funded mitigation work was completed under the NAPA-Il project from 2014 to 2018. Although there were no landslides reported at the time, the area’s susceptibility has been revived by recent monsoons. There are still worries about how the area will handle another rainy season because the bypass building has been postponed.
