A Royal Decree has granted comprehensive central banking powers to the Gelephu Financial Services Office, paving the way for its official transition into the Gelephu Central Bank within Bhutan’s southern special administrative region, Gelephu Mindfulness City (GMC). The historic decree significantly expands the institution’s scope beyond basic financial regulation, entrusting the emerging central bank with full responsibility for monetary policy, foreign reserve management, systemic financial stability, and advanced payment systems. Designed as an autonomous body, the new financial authority will continue supervising operating financial firms, fintechs, and virtual asset service providers while simultaneously overseeing macroeconomic stability and liquidity mechanisms across the special region. This legislative development establishes the institutional framework required for GMC to construct an internationally integrated financial hub focused on technology, healthcare, aviation, and sustainable urban development. Notably, the decree authorizes the Gelephu Central Bank to invest in digital assets and cryptocurrencies alongside traditional global reserve assets, building upon existing regional initiatives such as the TER gold-backed token and licensed crypto trading firms. Furthermore, the edict provides a clear regulatory pathway for GMC to eventually introduce its own distinct currency, including potential digital formats, subject to the King’s final concurrence. While the Royal Monetary Authority remains Bhutan’s national central bank and sole issuer of the ngultrum, the exact operational coordination between national authorities and Gelephu’s autonomous regulator regarding foreign exchange, payment rails, and dual monetary policies remains to be publicly detailed as implementation rules take shape.
