India and Bhutan have reviewed the progress of bilateral development cooperation under Bhutan’s 13th Five-Year Plan. During the fifth India-Bhutan Development Cooperation Talks, 12 new ‘Project Tied Assistance’ (PTA) projects worth ₹332 crore were approved. Indian Foreign Secretary Vikram Misri is on an official visit to Bhutan on July 30–31. He is visiting at the invitation of Bhutan’s Foreign Secretary Pema Lektup Dorji to co-chair the planning talks for Bhutan’s 13th Five-Year Plan (2024–29). During the visit, Misri met with the King of Bhutan and held meetings with Prime Minister Tshering Tobgay and the Minister of Foreign Affairs and External Trade, D.N. Dhungyel. According to a joint press release, both sides discussed “all aspects of bilateral cooperation, including development partnership, energy, trade and investment, connectivity, people-to-people ties, and other regional issues of mutual importance.” Both sides reviewed the overall progress and implementation of the ₹10,000 crore assistance provided by the Government of India for Bhutan’s 13th Five-Year Plan. This assistance comprises ‘Project Tied Assistance’ (PTA) projects, ‘High Impact Community Development Projects’ (HICDP), the ‘Economic Stimulus Program,’ and ‘Program Grants.’ With the approval of these 12 new PTA projects, a total of 82 PTA projects—with a combined cost of ₹6,860 crore—have now been approved under Bhutan’s 13th Five-Year Plan. The newly approved projects cover sectors such as infrastructure, healthcare, agriculture, urban amenities, and disaster management. India has also released ₹1,250 crore for the ‘Economic Stimulus Program’, ₹735.20 crore for ‘High Impact Community Development Projects’, and ₹200 crore for ‘Program Grants’. Progress regarding the utilization of these funds was also reviewed during the meeting. Guided by the shared vision of the King of Bhutan and Prime Minister Narendra Modi, and based on the priorities of the Royal Government of Bhutan (RGoB) and its people, the Indian side reiterated its commitment to supporting Bhutan’s development agenda. Bhutan appreciated the support received from India and its significance for various programs under Bhutan’s 13th Five-Year Plan (FYP).
